Vector equilibrium / IVM

Vector equilibrium is the cuboctahedral balance case: equal vectors, no residual radial preference. Frequency multiplies modular structure toward denser IVM-like sampling of directions from the center.
Technical
Vertices are the 12 cuboctahedral positions (permutations of (±1,±1,0) normalized). Edges connect unit-distance pairs. Frequency places scaled copies of the vertex set (shells) plus the origin — a didactic stand-in for full IVM generation.
